The Construction Industry Training Council (CITC), an industry sponsor of apprenticeship training standards for nonunion contractors, prevailed upon judicial review of a decision adverse to one of its apprenticeship programs that was made by a state agency, the Washington State Apprenticeship and Training Council (Council). The trial court’s ruling which reversed the agency’s decision did not address the issue of attorney fees, although CITC had requested attorney fees when it filed for judicial review.
