Petitioner Xiao Ji Chen, a native and citizen of the People’s Republic of China, petitions this Court for review of a September 25, 2002 order of the Board of Immigration Appeals (“BIA”) summarily affirming a November 17, 2000 decision of an immigration judge (“IJ”). The IJ found petitioner’s application for asylum, which was filed more than one year after her arrival in the United States, untimely. See 8 U.S.C. § 1158(a)(2)(B).
