This case raises two issues concerning the construction of the Conscientious Employee Protection Act, N.J.S.A. 34:19-1 to -8 (CEPA). The first issue is whether a minority partner in a real estate partnership can constitute “another employer with whom there is a business relationship” within the meaning of N.J.S.A. 34:19-3a.
