In this diversity case, we are asked to review the District Court’s grant of summary judgment for defendant United Parcel Service (“UPS”), which was grounded on the view that the conduct of plaintiff Benjamin Blackburn did not constitute protected activity under the New Jersey “whistleblower” statute, the Conscientious Employee Protection Act (“CEPA”), N.J.
