This case has been in the vanguard of mass-tort lawsuits brought by victims of terrorism against foreign states, as permitted by a 1996 amendment to the Foreign Sovereign Immunities Act (“FSIA”) that revoked jurisdictional protection for terrorist-sponsoring governments.
