OPINION

NETTESHEIM, Judge.

This case is before the court after argument on cross-motions for summary judgment.

FACTS

The following facts are undisputed. The Commodity Credit Corporation (the “CCC”), through the Agricultural Stabilization and Conservation Service (the “ASCS”) of the United States Department of Agriculture, administered a price support and production program. On a local level, the program was administered by state and county ASCS committees.
