OPINION
YOCK, Judge.
This contract action is before the Court on the parties’ cross-motions for summary judgment. The plaintiffs have brought suit challenging the determination of the Secretary of Agriculture, through his designated representative the Deputy Administrator, State and County Operations (DASCO), that the plaintiffs collectively qualified as only one “person” for payment limitation purposes under the price support and production adjustment programs administered by the United States Department of Agriculture (USDA) during the 1986 crop year.
