LOKEN, Circuit Judge.

Arkansas inmate Kirt Morris was convicted of kidnapping and raping a woman near Pine Bluff, Arkansas, on the night of January 25-26, 1992. The Arkansas Supreme Court affirmed his conviction. Cloird v. State, 314 Ark. 296, 862 S.W.2d 211 (1993). Without filing a petition for state post-conviction relief, Morris petitioned the district court for a writ of habeas corpus, raising four claims which the. court 1 denied as proeedurally barred.
