*594 The Legislature enacted Code of Civil Procedure section 425.16 to address so-called strategic lawsuits against public participation (SLAPP). ( Code Civ. Proc., § 425.16 [the anti-SLAPP statute].) This anti-SLAPP statute makes available a special motion to strike meritless claims early in litigation-but only if the claims arise from acts in furtherance of a person's "right of petition or free speech under the United States Constitution or the California Constitution in connection with a public issue."
