Plaintiff-Appellant Admiral Insurance Company (“Admiral”) and Defendant-Appellant State of Louisiana, through the Office of Financial Institutions and through the Office of Risk Management (collectively, “Louisiana”) appeal from the order of the district court remanding this case to state court.
