NEBEKER, Chief Judge:
The appellant, Ronald G. Meeks, appeals from a March 25, 1997, Board of Veterans’ Appeals (BVA or Board) decision that denied entitlement to an effective date earlier than January 16, 1985, for a 100% sehedular disability evaluation for service-connected cho-roidal gyrate atrophy, an eye disorder that results in contraction of visual fields.
