This action was brought on the relation of the county attorney against the county commissioners and certain high-school districts to have chapter 247 of the Laws of 1921 declared unconstitutional and void, and a declaratory judgment, rendered touching the power and duty of the board of county commissioners regarding the Reno county high school; or if the chapter should be held valid, a declaratory judgment fixing “the official status of all members of the board of‘trustees, who live in the territory, which in legal effect will bear no part of…
