This is a civil service ease coming from the city of Tacoma.

The city was building, or preparing to build, an hydro-electric power plant to be located on the Skoko-mish river, in this state, and which will hereinafter be referred to as the Cushman Lake plant. It contemplated that, in the construction of this plant and in the preparation therefor, it would need the services of many experts, including engineers of various kinds.
