In these consolidated cases, the Environmental Integrity Project and other petitioners petition for review of the Environmental Protection Agency’s Part 70 regulations, as well as the Agency’s revised interpretation of its “periodic” and “umbrella” monitoring rules. Petitioners contend EPA’s Part 70 regulations are arbitrary, capricious, and otherwise unlawful.
