OPINION
Plaintiff, Erma Rodriguez, sought administrative review of a decision of the sheriffs merit commission of Kane County (commission). The circuit court of Kane County dismissed plaintiffs complaint for administrative review. The appellate court reversed. 355 Ill. App. 3d 676.
