MEMORANDUM OPINION AND ORDER

MILLER, Judge.

This case concerns a 1998 contract modification that extended a 1995 contract for one year and four additional option years, Modification 0023 (“Mod 0023”) to Contract No. DTMA91-95-C-00024 (“the Contract”) between Veridyne Corporation (“plaintiff’) and the Department of Transportation, Maritime Administration (“MARAD”). Plaintiff was the incumbent contractor.
