This civil rights suit arises under 42 U.S.C. § 1983 as a result of official actions taken by the defendant, Michael Petit, Commissioner of the Maine Department of Human Services [Commissioner], in the implementation of the Maine Aid to Families with Dependent Children [AFDC] program as a consequence of the enactment of the Omnibus Budget Reconciliation Act [O.
