The appellant, Michael D. Cotant, through counsel, seeks review of an August 21, 2000, decision of the Board of Veterans’ Appeals (Board or BVA) that denied his claim for Department of Veterans Affairs (VA) service connection for degenerative joint disease (DJD) of the right hip.
