The appellant is a corporation of the first class, organized as a business and neighborhood improvement association. It filed with the Public Service Commission a complaint against the Philadelphia Rapid Transit Company and the Frankford & Southwark Philadelphia City Passenger Railroad Company, the Lombard & South Streets Passenger Railway Company being by subsequent amendment brought in as a party respondent, averring that the respondents possessed a charter from the State to operate a line of street railway over certain streets of the City of Philadelphia, one of said…
