OPINION

MOON, District Judge.

Defendants County of Fluvanna and Fluvanna County Sheriff Gordon Richardson filed a motion for summary judgment against Plaintiff Barry A. Taylor pursuant to Rule 56 of the Federal Rules of Civil Procedure. Plaintiff filed a cross-motion for summary judgment against both defendants. In an order dated September 13, 1999, this Court granted Defendant Flu-vanna County’s motion for summary judgement. Subsequently, this Court determined that it would grant summary judgment for plaintiff against Defendant Sheriff Richardson and a hearing was held on damages. This opinion…
