POSNER, Circuit Judge.
Before us are cross-petitions to review and to enforce an order by the National Labor Relations Board finding that the publisher of the Chicago Tribune committed several unfair labor practices in a dispute with the union that represents the employees in its mail room. The dispute arose from a strike that began in July 1985 after negotiations for a new collective bargaining agreement broke down.
