We overrule the motion for rehearing made by real parties in interest, Yuri Livch-*24its, Nefteredit Limited and Neftegas Group, Ltd., but withdraw our previous opinion and substitute the following in its place. This proceeding presents the question of whether we should issue a writ of mandamus against the respondent, the Honorable Russell T.
