OPINION

HUSPENI, Judge.

In consolidated cases, appellant City of Minneapolis challenges the trial court’s order directing the city to issue a recycling yard license to respondent. Appellant State of Minnesota challenges the trial court’s denial of motion to intervene as of right. Respondent claims that the trial court erred in denying its motion for a temporary restraining order and dismissing its claim for a temporary injunction.
