This appeal arises from the Board of Zoning Appeals of the City of Milwaukee's (BOZA) denial of Delta Biological Resources, Inc.'s (Delta) reapplication 1 for a special use exception. Delta sought to operate a plasmapheresis 2 laboratory at its leased prem ises at 2729 West Vliet Street in Milwaukee. After a public hearing the City Plan Commission issued the following recommendation:
