BellSouth Mobility filed suit against Miami-Dade County seeking declaratory and injunctive relief for the County’s alleged violations of the Telecommunications Act of 1996, 47 U.S.C. § 151, et seq., and 42 U.S.C. § 1983. Jurisdiction is proper under 47 U.S.C. § 332(c)(7)(B)(v) and 28 U.S.C. § 1331.
