The merchandise involved in this proceeding consists of two entries of blackstrap molasses imported from Cuba and entered at the port of New Orleans.

Entry 404 covered 850,000 gallons of molasses entered September 5, 1922. It was invoiced at If cents per gallon, and to meet alleged advances by the appraiser it was entered at 1 cent per gallon, with the claim that the actual value was one-half cent per gallon.
