OPINION

CANNON, Justice.

This is an appeal from the denial of appellant’s application for writ of habeas corpus. We affirm.

In cause number 91-00776, appellant was charged with the misdemeanor offense of driving while intoxicated. Tex.Rev.Civ. Stat.Ann. art. 6701Z-1 (Vernon Supp.1992). On April 18, 1991, an administrative hearing was held in the municipal court to determine whether appellant’s refusal to submit a specimen of breath or blood would result in the suspension of his driver’s license.
