I. INTRODUCTION

American Cellular Network Company, LLC, d/b/a Cingular Wireless (“American Cellular”), is a provider of personal wireless telecommunications services. This litigation involves American Cellular’s efforts to construct an eighty-foot monopole cell site in the Maple Glen section of Upper Dublin Township (“the Township”) so as to remedy what American Cellular perceives as a significant gap in its cellular services.
