Gerardo A. Franceschi brought three claims against his former employer, the Department of Veterans Affairs (“VA”), along with VA Secretary Anthony J. Prin-cipi (together, “Defendants”), under Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e et seq.: (1) he had been subjected to gender discrimination in the workplace; (2) he had been subjected to a hostile work environment based on gender; and (3) he had suffered unlawful retaliation for having formally complained of this treatment to the Equal Employment Opportunity Commission (“EEOC”).
