The Municipal Employees Relations Act (MERA), General Statutes § 7-467 et seq., imposes compulsory arbitration on a municipality and the representatives of its employees whenever the parties have reached an impasse in their collective bargaining. *125The issue in these cases is whether the procedures statutorily prescribed for such compulsory arbitration govern stipulated arbitral awards arising out of the subsequent agreement of the parties on all disputed issues.
