Respondent, Howard B. Hornstein, was admitted to the *135practice of law by the Second Judicial Department on June 19, 1963, as Howard Bruce Hornstein. At all times relevant to this proceeding, respondent maintained an office for the practice of law within the First Judicial Department.
On or about August 18, 1994, respondent pleaded guilty in the United States District Court for the Southern District of New York to one count of failure to make and timely file income tax returns for the years 1989, 1990 and 1991, in violation of 26 USC § 7203 (a misdemeanor). On November…
