INTRODUCTION
This matter comes before the court following its remand on May 26, 2006, to the United States Department of Commerce (“Commerce” or “the Department”). In Paul Müller Industrie GmbH & Co. v. United States, 435 F.Supp.2d 1241 (CIT 2006) (“Paul Müller /”), the court remanded in part the Department’s determination for Paul Müller Industrie GmbH & Co.
