SWEENEY, Judge.

Petitioner seeks an award of attorneys’ fees and costs under the National Childhood Vaccine Injury Act of 1986 (“Vaccine Act”), 42 U.S.C. §§ 300aa-l to -34 (2006). In a July 27, 2009 decision, the special master awarded petitioner fees and costs in an amount significantly less than what he requested. Before the court is petitioner’s motion for review of the special master’s decision and petitioner’s request for judicial notice.
