This matter is before us on certiorari of Bernick’s Pepsi-Cola and its workers’ compensation liability insurers, Western National Insurance Group and Employer’s Insurance of Wausau, to review a Workers’ Compensation Court of Appeals’ (hereinafter WCCA) determination that the Workers’ Compensation Division of the Department of Labor and Industry had jurisdiction over a claim brought by the Minnesota Insurance Guaranty Association (hereinafter MIGA).
