Plaintiff-appellant T.S., the parent and guardian of S.S., a handicapped minor, appeals from a judgment entered January 29, 1993 in the United States District Court for the District of Connecticut, T.F. Gilroy Daly, Judge, that approved, affirmed, and adopted an opinion of Magistrate Judge Thomas P. Smith entered October 20, 1992.
