The plaintiff T.S., parent and guardian of S.S., brought this action pursuant to the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. § 1400 et seq., against the defendant, the Board of Education of the Town of Ridgefield (“Board”), appealing the state hearing officer’s ruling and claiming that defendant denied T.S. due process and S.S. a Free Appropriate Public Education (FAPE).
