This appeal arises from the district court’s grant of summary judgment to defendant Westmoreland (New Hampshire) School District (“Westmoreland”). The district court upheld the finding of a New Hampshire Department of Education hearing officer that G.D., an educationally handicapped child living within the school district, had received an appropriate Individual Education Plan (“IEP”) for the 1988-89 school year and that the IEP, which recommended that G.D. continue his education in the Westmoreland public schools, constituted a free appropriate public education…
