Pending before the court are the parties’ cross-motions for summary judgment. At issue is the interpretation of a settlement agreement between the parties and whether the government has breached that agreement. The plaintiff, Blackstone Consulting, Inc. (the “plaintiff’), argues that the parties agreed that the defendant, the United States (“government” or “defendant”), would provide the plaintiff with a directed subcontract for two years and that the government has breached this agreement.
