Plaintiff, The Federal Group, Inc. (“FGI”), contracted with the Office of Personnel Management (“OPM”) to design, construct, operate and maintain a facility for the Eastern Management Development Center (“EMDC”), one of two senior-level federal residential learning centers in the nation. The EMDC facility was built in Shepherds-town, West Virginia and has operated since late in Fiscal Year (“FY”) 1998.
