Rose and Rubin Sterngass, proceeding pro se, brought this suit under 42 U.S.C. § 1983 against the Town of Clarkstown, New York, the Clarkstown Town Board, and 17 individual town employees to obtain redress for alleged violations of their constitutional rights. The Sterngasses claim that the defendants’ failure to approve or act upon certain proposed housing and sewer projects denied them due process and equal protection of the laws.
