On the fifth day of January, 1927, petitioner filed his application for admission to practice law in this state, the application being based upon a certificate showing his admission to practice law in the state of New York. On the seventh day of November, 1927, the state board of bar examiners filed its report recommending that the application be denied, solely on the ground of insufficient practice for three years within the period of seven years immediately preceding the filing of his application.
