APPLICATIONS for Writs of Habeas Corpus, the first two of which were directed against D. A. White, Chief of Police of the City and County of San Francisco, and the other against Charles E. Sebastian, Chief of Police of the City of Los Angeles. The facts are stated in the opinion of the court.

The petitioners in the above proceedings were arrested for violations of certain parts of that statute known as the “Motor Vehicle Act,” approved May 31, 1913. It was charged against Douglas Mitchell that he drove and operated an automobile on a public highway in the city of Los Angeles without displaying a distinctive number assigned to the vehicle by the state’s department of engineering as required by section 11 of said act.
