I. INTRODUCTION

ROSEN, District Judge.

Plaintiff/Appellant Clifford Caleb Bennett appeals the district court’s final judgment denying his motion for partial summary judgment and granting the motion for summary judgment filed by Defendants Donald Schroeder, James Davis, and the City of Cincinnati in this civil rights action brought by Plaintiff pursuant to 42 *709U.S.C. § 1983. For the reasons stated below, we AFFIRM the district court’s judgment.
