OPINION

NETTESHEIM, Judge.

In this breach of contract action, plaintiff, the City of Alexandria (“plaintiff” or the “City”), seeks the difference between the price it paid for a parcel of surplus government real property and a lesser price allegedly agreed upon under a prior contract of sale for the same parcel.
