I. FACTS AND PROCEEDINGS

The University of Alaska (“University”) is a statewide institution which operates both four-year universities and community colleges. In 1987, the University undertook a system-wide restructuring and eliminated the separate administration of the community colleges. Previously, the faculty at the community colleges had been represented by the Alaska Community Colleges’ Federation of Teachers, Local 2404, and covered by a collective bargaining agreement.
