This appeal comes from an order of the Board of Governors of the Federal Reserve System (Board), dated 31 August 1973, approving the proposal of the Citizens and Southern Holding Company (C & S Holding) to engage de novo through a newly formed subsidiary, Citizens and Southern Mortgage Company (C & S Mortgage) in the activities of mortgage banking.
