This action arises from a challenge by plaintiffs Guizhou Tyre Co., Ltd. and Guizhou Tyre Import and Export Co., Ltd., (collectively "Guizhou") as well as consolidated plaintiffs Tianjin United Tire & Rubber International Co., Ltd. ("TUTRIC") and Weihai Zhongwei Rubber Co., Ltd.
