BIRCH, Circuit Judge:

This appeal presents two issues of. first impression in this circuit pertaining to the Juvenile Justice and Delinquency Prevention Act of 1974 (“the Act”), 18 U.S.C. §§ 5031-5042. We must resolve: (1) whether the government’s certification that an offense committed by a juvenile presents a substantial federal interest giving rise to federal jurisdiction is subject to judicial review, and (2) the government’s burden of proof before the district court as to whether the interests of justice militate in favor of a juvenile’s transfer to adult status.
