I. BACKGROUND

This case concerns alleged misconduct on the part of certain directors, employees, and officers of County Federal Savings and Loan Association (“County”). County, a federally chartered savings and loan association insured by the Federal Savings and Loan Insurance Corporation (“FSLIC”), ceased to exist on August 10, 1981, when it was merged into Metropolitan Federal Savings and Loan Association with approximately $21 million in FSLIC assistance.
