The dispositive issue in this appeal is the proper construction of General Statutes § 45-6If (f) (3),1 which authorizes termination of parental rights if there is “no ongoing parent child relationship.” The trial court, acting on the petition of the child’s legal guardians, relied on this statutory provision to terminate the parentál rights of the respondent, the child’s natural mother, on the basis of the court’s finding that the natural mother is not the “psychological parent” of her child.2 The respondent appealed to the Appellate Court and we transferred the appeal to this court pursuant…
